Tascam 38 no input / output, output select lights don’t work

Hi, new to the forum and new to tape as well, so please be patient - I know I have a lot to learn! I have been wanting to get into analog recording and picked up a 38. Mechanically it appears to work well, it pulls tape, the tape moves up and down when playing / stopping, capstan runs smoothly, counter works, return to zero,etc. the vu meters jump when I power up and light up properly.

However, the 3 output select lights do not light up, and so far I haven’t been able to get any audio in or out of the machine. In “input” mode, none of the channels vu meter respond to inputs, and I hear no audio out of the outputs. Similarly playing tape I don’t see anything happening. Haven’t tried recording as it seems pointless without audio on input mode.

I opened the back / sides to check the fuses and they are all intact. Hoping to get some help with where I should look next - due to the fact that all 8 channels are acting the same way and none of the modes appear to make a difference it seems maybe like a power issue in the signal / audio path somewhere?

Quick update - I tested the fuses for their voltages and also used a meter to probe the mother board pcb and see various voltages there. I’m not sure they’re the correct ones yet but that board and all of the connectors that I tested do appear to be getting power. I’m not sure how to get down to the output select pcb to test it yet - it’s buried and hard to reach without removing the motherboard entirely.
